It depends on the person, just like it does in any country. Some are nice and sweet, but some are pompous and arrogant. It also depends on where the person comes from, like what city or area. If they come from a richer, prestigious area it doesn't necessarily mean they will be arrogant and snobby, but in my opinion most usually are.
