Can I apply for UK and Swiss visitor visa from their consulates in detroit?

Sure, of course! And why not? That's what consulates are here for - for issuing visa! It asolutely doesn't matter where you have your residency - if you suddenly decide to travel from any country in the world that you travel in to another one on the other side of the world, just walk up to the according consulate, sometimes embassy.

However, if you're not in a hurry, I strongly advice to apply for a visa before your travel starts. It's never sure how much time it takes to issue a visa - you might get stuck unvoluntarily somewhere in the middle of nowhere. But I didn't say that Detroit is in the middle of nowhere :-)
