The US Green card does not waive a visa requirement to enter a Schengen country. Countries that are visa-waived are all EU/EEA member states and Andorra, Argentina, Australia, Brazil, Brunei, Canada, Chile, Costa Rica, Croatia, El Salvador, Guatemala, Honduras, Israel, Japan, Malaysia, Mexico, Monaco, New Zealand, Nicaragua, Panama, Paraguay, Singapore, South Korea, Switzerland, USA, Uruguay, Vatican City, and Venezuela.
So if your wife holds a passport of one of these countries you are good to go, if not a visa must be obtained from the French Embassy or Consulate in the United States.
I strongly recommend to apply for that visa for the following reason: Switzerland is in process to join the Schengen Agreement for travel by mid-December. If so the visa waiver for a US Green Card holder does not apply any longer and her entry to Switzerland would be denied without a Schengen Visa. By applying for a French visa she would be covered for Switzerland, too if Switzerland starts to adhere to the Schengen procedures.
