It's hard to reconcile a limited budget and Switzerland and you might want to consider the French, Italian or Austrian Alps if it is the mountains that are the main attraction. That being said, the less well known places can be quite enjoyable and a better value. Consider Saas-Fee rather than Zermatt. Les Diablerets or Chateau dOex rather than Gstaad. All for skiing and hiking. For lakes I love Lake Geneva (Lac Leman) and Lugano with nice boat rides around the lakes. Lugano also will likely be the warmest place. Everything will be pricey or they will spend a great deal of time hunting down the bargains. Even if they manage to find an affordable hotel, meals and other expenses will be a challenge.

first, it would be a good idea where your parents will be leaving from.
USA, within Europe, Africa, Asia?????? Airfare are not that cheap, so it will help everyone for answering you.

Switzerland is not cheap...and resort towns like Lucerne are even more ridiculous.Berne is nice...but again..not cheap.
Personally...the better choice would be a cheap flight to Romania..or Poland..and then get the train for sightseeing.
You can fly from luton(wizz air)....to timmisoara( west romania)...then train to belgrade(serbia)...and /or to Budapest(hungary).
Another good city in Romania is...Cluj Napoca in north romania (also from Luton)
Then there are lovely medieval towns in central romania...sibui and brasov.
Cheap...nice organic food....cheap flights....nice people..mountains...and lovely scenery.

It is very easy to find a great Place I recommend Flims near Chur witch is in Graubünden. They can Ski there have Great Food lovely walks. Its not one of the hi class places. Skiing, bob-sliding, Hosecarrige, Wellness and lots more. A lot of Swiss go there and it is great. I go there every Year i live in Switzerland.

OK, budget is an issue... maybe consider some other place then, because Switzerland is very expensive to visit.
What is the departure destination? I flew from OKC to Zurich in August 08 for 1500$. Which was one of the cheaper flights, but that was in the middle of the summer season, so outside of the season you can subtract a cupple of hundred from that.
There is a place called Locarno in Ticino - this is located in the South of Switzerland. Right to the border to Italy. There is a lot to see and a lot to do in this region. Also, it is not the most expensive part, but for sure the most romantic and beautiful area.
I could give you names of hotels I have worked at and stayed at my self, of which I know they are nice places and not too costly.
Also, I would be able to help you provide information about things to do and places to see for your parents.
Back to your question though; A night at a hotel is in the average 80-160CHF per person/ per night. Meals run on average 50CHF for two including wine and dessert. Transportation can be very costly depending on where you go to. The train from Zurich Airport to Locarno will be around 100CHF per person.
So you see, it is not a cheap vacation... and if you do Switzerland, you need to do it right and have some money extra, because it is no fun to sit around in the hotel room, because you have no money to go see the attractions... Contact me if I can help you with any additional info

It depends when they are going, are they skiing or walking,
if they are skiing, then there are loads of resorts that have places of all types (cheap-expensive), is there anywhere specific that they want to go (or you want them to go to).
i personally ski in Switzerland, i used to ski in a place called rouge-mont, near gstaad, but this year am trying a place called Haut Nendaz, near Sion, along the Rhone valley.
