You can get a Regional Train (RE or IR) or a fast train (IC) from the Airport to Geneva's main station (Gare de Cornavin) (Takes less than 10 minutes). From the main station, it is only a 25 min walk.
Exit the train station and walk southwest along Rue De Lausanne. Turn East towards the lake down Rue des Alpes. Follow the shore along Quay du Mont Blanc
Cross the Pont du MontBlanc bridge (you should see it by now) and follow the shore north to Jet d'eau.
I hope the Jet d'eau fountain is oporating at this time of year. I went some years ago in January, and it was shut off due to the cold weather.

I think you're better off taking the train. All trains from Geneva Airport stop at Geneva main station "Geneve Gare Centrale"--it's usually or always the first stop. The Jet d'eau is just a 10 or so minute walk from there.
