Of course it is and has been long before. This has nothing to do with the fact that Switzerland is not member of the EU.
A single-entry Schengen visa which has already been used is accepted for an entry into Switzerland without a Swiss visa provided the Schengen visa is valid and the foreigners’ departure from Switzerland towards a non-Schengen country is assured (and obviously provided that the usual entry requirements are met) (http://www.bfm.admin.ch/bfm/en/home/themen/einreise/Ausweis-_und_Visumvorschriften/13/Schengen_Visum.html).
Here is an excerpt from Wikipedia that explains the situation: "A total of 25 states, 22 from the European Union states (and) 3 non-EU members (Iceland, Norway and Liechtenstein), have a full set of rules in the Schengen Agreement".
Switzerland itself will start issuing Schengen visa as from December 12, 2008.
