In Switzerland I noticed brown/red colored balls/balloons on the electrical cables. what are those things for?

You obviously noticed them in the Jungfrau Region of the Bernese Oberland area of Switzerland. Because it is a very mountainous area, and the cables are very difficult to spot especially to aircraft, the coloured balls notify the pilot of where the wires are. For example, in Interlaken there is a disused/rarely-used airport. If you take the Regio train service from Interlaken Ost to Wilderswil (Destination Grindelwald/Lauterbrunnen), you will notice that the power cables of the railway have the balls on top and that the railway passes very close to the airport. BUT there is one drawback with these balls, at night they are not lit up.

To make the cables more noticeable so that planes, kites, skydivers, mechanical equipment etc do not run into them. Quite often the cables do not show up against the mountinous terrain, and this makes them more obvious.

Is as Zafir says, just they are used mainly for helicopters. Helicopters are very often used for goods and construction materials transportation on the Alps, and for emergency.
There are many high tension lines coming from the hydroelectric plants/dams on the Alps, with long distance between supporting structures.
In a misty or snowy day it could be very hard to see the cables on time and this was cause of an high number of deadly accidents
That is why those signal are used (the colour is usually red or yellow because it is easier to see it both on the gray of rocks or mist and the white of snow)

EDIT for Manadude: almost all Switzerland has mountain areas, not just Berne Oberland !!! What about Bernina and Engadina area in Graubunden ? What about the Western Alps, Zermatt, the Matterhorn ? Do you believe there are no cable on lower mountains? and, for your information, many of these balls do reflect lights, so you don't need to light them up (in Switzerland they don't waste energy and are very cautious about nature) just they become visible once hit by the helicoptrer light
