Schengen visa is not required to get from Basel to Geneva, but it is required to get to either of them from a non-Schengen country. If you live for example in China or India, then you would need Schengen visa to go to Switzerland. Here is a great website that talks about how Schengen visa works:

If you are legally in Switzerland you can travel from Basel to Geneva or anywhere in the counry just as you please to.

it's required to get into switzerland but once you're in, you can travel freely, which means you certainly can travel from Basel to Geneva.

Yes, a Schengen visa is required to visit Switzerland. Switzerland has become the 25th member country of the Schengen area effective December 12, 2008. If you should however hold an old Switzerland visa which is still valid you may use that until its expiration.

No, the Shengen Visa is not required for movement between cities in Switzerland. However, it is needed for movement between France (which is right on the border of Geneva) and Switzerland.

Note that although no visa is required for movement between cities, Basel is a german speaking city while Geneva is french speaking. However, these differences do not constitute the need for a visa. Both are in the same country.
