Yes, a Schengen visa is required to visit Switzerland. Switzerland has become the 25th member country of the Schengen area effective December 12, 2008. If you should however hold an old Switzerland visa which is still valid you may use that until its expiration.

No, the Shengen Visa is not required for movement between cities in Switzerland. However, it is needed for movement between France (which is right on the border of Geneva) and Switzerland.
Note that although no visa is required for movement between cities, Basel is a german speaking city while Geneva is french speaking. However, these differences do not constitute the need for a visa. Both are in the same country.
