To make railways more profitable what should be done?
Increase ticket prices, do something to drive up gas prices so people will drive less. Make the train the only method of transportation in the city. Create the need for more passengers. More passengers = more money. If you can find a way to get more passengers then you will be fine. I long term investment in a rail system that is economic and safe, with low maintenance would be ideal.
