Best seems to go to one of the Luzern or Lucerne web sites, e. g. www.lucerne.ch/ with beautiful pictures of Lucerne.
They give you a choice of stars, how many people in a room, the price range etc. You can choose hotels or vacation homes if you like. Note that prices depend on the season you will be there. You can book some rooms and vacation homes over the Internet.
On the lower price end there is the Lucerne Youth Hostel at www.(see below)
They start at $ 25.49 for one person in a 4 bed men's or women's room, or, if you travel with family, there are mixed dorm rooms with 6 beds. The Hostel is not far from the lake. Not sure if you could rent an entire room by yourself. In some Hostels in Europe, you need to get a "Hostel Passport" to get in, please make sure you ask for it, if you want to consider the Hostel.
Experience: When I stayed in Luzern with a friend one summer, the city was crowded, booked out. We luckily found a hotel room, expensive but clean, with balcony, 2 desks, night stands, a book shelf, closet, chairs and two beds. Shower room across the hallway. Sounded acceptable, but... The room was may be 3 yards wide (those are the old houses), we had to move furniture out of the room to be able to get our things and ourselves in. At least we got air through the open balcony door.
When you are in Luzern, please see the Gletscher Muehle, glacier mill; you may not want to miss the fun mirror cabinet behind it.
