Western Union operates in Switzerland.

Another option would be to do a direct deposit to his bank account. If you and he ask at your respective banks, you should be able to get the appropriate information in terms of the numbers needed to target the money.

You could also simply put $400 in cash in a envelop and he can change it to Swiss francs there. Of course, this is risky because the money would be gone with no trace if the envelop was lost or stolen.
