Just by the names alone they sound like interesting hotels. If it's for a weekend, then you'll maybe be there for 2 nights? If you're not packing much and you want to experience both places, why don't you stay at one hotel one night and the other hotel the other night. Have fun.

The Charing Cross hotel used to be a Thistle chain hotel and I doubt it has changed much - it will be fine but nothing exciting. It is above Charing Cross train station so very central for shows and covent garden shopping.
These are reviews on Tripadvisor for the Horse Guards. It looks more expensive but the pictures people have taken look lovely so if it were down to me - I'd choose this one.

The Royal Horse Guards but the City Inn at Westminster is more modern and, in my opinion, better.

Royal Horseguards - especially if you get one of the duplex suites like the library suite. It's also well situated to get to alot of the attractions in London.
Having stayed in alot of hotels in London, the other good ones which also have good staff and service are Grosvenor House on Park Lane (although there is no tea or coffee making facilities in the room), Park Lane Hilton and the Intercontinental - again these are well situated and the views across Hyde park from the Hilton are great.

Shopping - 5 min Covent Garden - 25 min Regent Street ( if you get to the end of Regent Street then that's Oxford Street)

Definitely the Charing Cross Hotel, i've stayed there a few times myself and everytime i leave i can't wait to go back again!

My friend has been to the The Royal Horse-Guards Hotel before! She said it was great! although slightly pricey...but if you want the best for your girl friend go for it! <3

Well....they are in a strange area...near Trafalgar Square??? I would have chosen a hotel either in the Marble Arch area or Queensway where you will see more shops and have easier access to other places of interest. There is also Holborn... Well, Ok I suppose they are nearer the theatres!
