I would say Manchester.
However I have not been to every city in the UK.
London has some attractions but I would hate living there.
I dont live in Manchester btw. |

If by 'GREAT' you mean - nice place to visit with attractions, things to do, places to eat and fantastic people - my vote would be Newcastle-upon-Tyne.
The people in Newcastle are fantastic. Warm and friendly, great sense of humour and general politeness.
It's cheap.
The nightlight is great. There is the big market, the quayside and the trainstation area to choose from; each of which you could have a whole night out in.
There is some gorgeous architechture too and the quayside has stacks of things to do day or night.
You can go to the beach (whitley Bay is like 5 miles away) or visit the Angel of the North. |

The biggest? Or the best? Greatest is an ambiguous word.
London is NOT the best city by most people's opinion. BUt it is the biggest. Don't know the second biggest - possibly Birmingham.
Best in my opinion is Oxford or Bath. Probably more Oxford. But I don't care much for WEnglish cities. |

Well I live slap bang between Plymouth, and Truro, and Truro is by far the nicest.
I certainly would NOT class London as the greatest, it's a hell hole. |
