Oxford, if you are short on time Cambridge is harder to get to anyway. Plus it's closer to other great places to see, like stonehenge, Bath spa, Salisbury Cathedral, Winchester the old capital of England and Bristol the gateway to America (John Cabot sailed from there). It's also on the main train routes through the south east and west of England so it makes it easier if you don't have your own transport.

oxford gets my vote

Honestly I would suggest you visit Stratford upon Avon. Far nicer and more educational. Anne Hathaways cottage is beautiful and its a perfect time of year to go.

But if you are stuck on the two...my vote is Cambridge. Its quainter.

hire a punt and go along the river, its great fun and you can see the university, or you can pay for the students to do it for you.

Reason= The place is full of bikes, it's quite a sight to see. There is a nice river running through the city. The shops are good and there is also has a great market to visit.
