Stella is a type of beer. And chips means french fries... I'm guessing she means vinegar when she says bitter, as that we put on our chips here.

stella is a strong lager so i would imagine it means hand me your lager
chips are the british equivalent of fries and bitter is a very flat tasting beer which goes down smooth as silk

Not heard the song but I'm guessing that Stella is 'stella artois' an alcohlic beverage and chips are very large fries. Bitter is a kind of lager/beer
