yes, he is appointed as a responsible person in the fact that he is able to hold a license to sell alcohol given by the court or council

it is fine to do this, i myself as a personal license holder and designated premesis supervisor have done so and it has always been fine

Although the instructions for getting a passport usually say you have to get a signature from a doctor or teacher or policeman etc., they often accept other people who have some sort of professional qualification or licence, so a landlord will hopefully be OK.

Only if the owner is also the licensee. That isn't always the case, sometimes one person owns the premises but another holds the license. It is only the licensee who is allowed to sign.

Yes, they are a notary dignatory, thats what i did. Done it twice and received my passports without hassle. Lok it up.
