Define what you think is a good English accent and maybe I could say.
There is no "good English accent". There's not even a "good American accent".

It all depends where you come from. If I say to a Geordie or a Scouser that he doesn't have a good English accent, I'm likely to be wearing my teeth at the back of my throat.

The most different and interesting to me are:
1. Geordie (Newcastle)
2. Brummie (Birmingham)
3. Scouser (Liverpool)
4. Mancunian (Manchester)
5. West Country accent (Bristol, Cornwall, Devon, etc.)

If you mean by good English accent you are referring to the 'plum in the mouth type' then I would choose the following:- London, Oxford, Cambridge,Windsor,Winchester.

You can have a 'good' accent in practically any city in the UK. It much depends on the person's home life and schooling.

I know people who speak with very little regional dialect from many cities, North and South.
