It could be anything but thereis some weird rule in Britain where anything washed up on the shore belongs to the Queen but if she doesn't want it, it belongs to the person who found it. So basically, whatever it is, if you pick it up, it's yours cos I don;t think the Queen would be too bothered. So pick it up and have a look.

It might cause you loads of grief, but if it was me, I would have to report it - and now!
I would have thought that if it was legitimate, the Coastguard would already know about it. If they have to launch an investigation then you will know that you did the right thing.

yes - it could be drugs - that is a common way to drop them off - or worse it could be a weapon for use by terrorists . If someone dumps a box then there is something of worth in it to dump to box

if you do report it to the police you will have endless grief and forms to fill in - also ugly people shouting at you with bright lights shining in your eyes - you could well end up charged with something - I would just forget I saw anything.
