There is something called the Common Travel Area. Travellers between the two countries do not need a passport (although if you're flying, the airline or airport security will require photo ID - a driving licence suffices). Go by ferry and you don't need to show any ID. This also applies to the Isle of Man and Channel Islands.

It's to do with Ireland becoming a Republic after centuries of being an outpost of the United Kingdom. There had never been border controls before and there were so many English and Irish living in the other country it was considered impractical to establish everyone's identities and residential status.

This is likely to change next year though as the UK wants a better ability to monitor its borders.
