I think he will need a passport. Try to go to the US State Department site at www.state.gov for a clarification and a phone number. I think if you are flying from England to the US you will need a passport, but not a visa. Certainly a valid picture photo ID, but I tend to think he will need a passport, as even for US citizens it is extremely difficult to reenter the US with out a passport when flying.
