I've been to Wales, England and Scotland, and also traveled to many other countries. I have found that people are the friendliest when you respect their culture and are friendly to them. I did not find any country more or less friendly.

Haven't been there but DID work in an international hostel here and have known many people over there. I think people give what they get. I've met people who were just awesome all over the UK and Ireland - from Inverness to Dorset and London to Gallway Ireland. I've had invitations from those varied points as well. There were a few who weren't so much but more Americans who were rude than people from any of those countries. There's good and bad in all - attitude and how you treat them will go far. NO one likes to deal with a know it all with a sense of entitlement - no matter what area (and most people who criticize people from there of being rude the reality is that's how the critic was). I had a blast with people from all the countries mentioned and others...can't really single out the "most" as different situations.
