You have to put in 44 then the mobile phone number without the first zero.
e.g. if the phone number is 07123456789 then you would dial 447123456789 |

The country code for the UK is 00 44, and then you drop the first 0 of the phone number, so you're OK there.
The 0116 is the area code for landlines in Leicester. If you are calling a mobile phone, then you don't need the area code. Drop the 116, and then enter the mobile number which will usually start with 7 and be ten figures long (eleven including the initial 0 which you won't be using). |

If the reply of ',this number is not in use' was in English then the local number you dialled for you friend in Leicester was incorrect. You must have got through to the area to the UK.
If it was in Argentinian then it was the wrong international sequence for your country. 44 is the correct international code for England and 116 is the STD code for Leicester from abroad.
I only ever use land lines and have always dialed 01+44+116+ OR from some countries 011+44+116+ |

Assuming that the number to get an international line in Argentina is 00, you just dial 0044 then the cellphone number without the first 0 (i.e. you start from the first 7).
116 (0116 from within Britain) is the area code for landline phones in Leicester, but you do not use area codes when calling cellphones. |
