To quote wikipedia...

"Broseley is a small town in Shropshire, England with a population of 4,912 (2001 census)"

Each person has 10 toes, give or take the extra one...

so there are 49,120 toes in broseley, unless someone has lost one and not reported it.

If people are doing the hokey-cokey it might fluctuate

They have webbed feet so don't really have proper toes

None. They have two legs which are joined by elastic to allow small movement around the town. All Broselians are fitted with tagging collars that explode should they try to cross the Ironbridge

Polydactylism (having an extra finger or toe) isn't that uncommon. As many as 1 in 500 births have such an abnormality, though most instances are a soft extra finger with no bone that can be treated at birth. If there is an bone in the extra digit it is not usually operated on until the child is aged one or more. In any case, most people with an extra digit are operated on these days.

This and the related condition of Syndactyly (having webbed fingers or toes) are due to errors in the process of fetal development and/or genetic defects caused by inbreeding. Some religious groups such as the Amish or Mormons have a higher rate of these diseases than others. I'm not aware of why one place in the UK would have a higher instance of this condition than any others. You're just having a laugh really aren't you? This question isn't even in the right category. How many toes do you have? I tried counting mine, but I ran out of fingers!!
