Neither. The 'ou' in Portsmouth is an unstressed vowel /ə/. The same vowel can be found in the vowel represented by the letter 'a' in England /iŋglənd/.
More people here seem to be like to use the letter 'u' to represent the unstressed vowel /ə/, but be careful the vowel represented by 'ou' in Portsmouth is the same as 'u' in 'REBUS /ri:bəs/' rather than the 'u' in 'BUS /bʌs/' |

Please continue to pronounce it Ports Smouth, that way, we shall know you are American.
Oh, and Leicestershire is pronounced Lester shire, not Lye sester shire as you keep insisiting.
And Slaithwaite in Yorkshire is pronounced Slowe itt.
And, when you introduce yourself, please say "I'm american" because when you say "I'm a merkin", to us you are saying you are a pubic wig. Which is fine for Dubya, but I'm sure your not all as thick/dumb/stupid as he is. |

Like most placenames in the UK they are not pronounced as they look.
It's close to "mooth" like the way we pronounce the "oo" in "book", but it's even shorter than that. More like the "u" in "huh"? |
