Power in the UK is held in Westminster - which is where the British Parliament is held. Downing street is the home and office of the Prime Minister who is the leader of the largest elected party in Parliament. Buckingham Palance is the home of the Monarch, the UK is a constitutional Monarchy which means that although the Queen is the Head of State, she has no policitcal say. However, it is true that the Queen has to sign all pieces of legislation before they become law. She has never refused and would never refuse, but she could - so its quite possible for you to argue this point either way! There are also regional parliaments (or assemblies) in Wales, Scotland and Northern Ireland which have limited power and decide on things like health provision and services, they have no power over defence and taxation which sit firmly in Westminster. The present Labour (socialist) government have tried to move power away from Westminster to the regions.

the power is held in Downing Street where the Prime Minister, currently Gordon Brown, resides. The Queen lives at Buckingham Palace, and although she has to approve parliamentary laws, the real power is held in Downing Street and Whitehall
