I have just been baned from driving i am welsh and live in wales, can i sit a new test in ireland and drive uk?

i wonder if that is possible, so i could possibly live part time in ireland as i live close to holyhead and wonder if i would be able to drive in the uk and or europe if a sat a new driving test in say dublin
