I understand your meaning and County Durham is the only one so called. Of course all the others are all counties too, but it is the only one where County appears before the name of a town.

It is generally accepted that there are 39 counties in England, although there are small parcels of land not included directly an one of them. Most counties are geographically small, so it would be possible to walk to another one within a single day if you are fairly fit and chose the right direction.

Only county that does/have what?

There's at least 20 across the country. To name a few: Norfolk, Suffolk, Essex, Berkshire, Greater London, Kent, Birminghamshire, Cornwall, Bedfordshire, Cambridgeshire, Hertfordshire.
