try Bluewater shopping, not too far from London, he could sit outside if weather permits , can get a train from London Bridge, though you can go from other stations not sure which ones.
well having been to Brighton many times it is lovely but now takes longer than an hour to get there by train, that is if you go from St Pancras station

Leeds - it might sound far away but it's only 2.15 from Kings X on the train. Great shopping, beautiful arcades and restaurants and the Royal Armouries for the man.
Brighton is a great idea as its only an hour ... its got great boutique shops and the beach. Also you can have a really nice lunch and the bars and cafe are great. Its only an hour on the train so its perfect.
If you don't mind going further then Bath is really nice- lots of history as well as shopping. If you book a nice hotel you can make a weekend of it.

How about Brighton just 50 minutes by Southern Trains from Victoria; they run every 30 minutes. Walk down the hill from the station; at the first major junction by clock tower turn right for a huge shopping centre; to the left is the Lanes - passageways full of antique and curio shops and restaurants. There are pubs, cinemas, the sea in Brighton plus the marvellous over the top Royal Pavillion. (just to correct Phebus above, Paris is actually 2 hours 15 minutes by train from St Pancras International, but the cheapest fares need to be booked sometime ahead. www.eurostar.com)

do you want to go purposely for shopping (eg a "mall type place with outlets") or do you want to go somewhere just with nice scenery and have a few token shops to stop in? i always wanted to go to legoland myself lol. but if you want "shopping" reading is supposed to be good, but its not pituresque and kind of a dump (no offence to anyone in reading). i vote paris but that may be too far for you and a bit of a trek...
