FRAUD! Note the several solecisms in the English (Great British Pounds???!). This more likely than not originated in either Nigeria or Russia, two locations well known for originating scams. They will either tell you to forward a payment to cover taxes or "expenses", or will ask for your banking information to make a direct deposit (withdrawal for you, deposit to their account).
If people do not enter, where does the alleged prize money come from? And the old Roman question, cui bono?

Since this has purportedly come from an English Government department, the fact that it starts with "top of days greetings to you" should give you some clue as to its authenticity!

Absolutely not...you are being scammed. Please don't give out any personal details or agree to cash any cheques for them or hand over any upfront payments...you will never see your own money again and you will end up having your identity stolen...

If it sounds too good to be true then it probably is...

I agree with the above , if they ask for money to secure payment or to cover costs or if they ask for bank account details so that they can send money to your account or even for you to phone a particular number , they are all way of getting money from you . If it sounds to good to be true it usually is .

i agree with the answer that pointed out this was not written by an English person. "Top of days greetings"!!!! No-one talks like that. "Finally".... how is it finally since you've only just started? "UK National Lotto"... it's not called that, it's called the National Lottery. "Great British Pounds"... no-one says that either, we say £ of "pounds sterling".
It's a badly-written scam. Interestingly, though, the address is the address of the National Lottery, which is quite clever of them.
