Is Harrogate a city or a town?

Harrogate is a town and a very nice one at that. What makes it a very nice town is the fact it is has the only post coded area within mainland UK not to have a Tesco or Tesco Express shop.

I think to be a city you need a Royal charter. All cities have a Lord Mayor not a Mayor. Also all cities have cathedrals (Liverpool has two) So if Harrogate has both a Lord Mayor and a cathedral its a city if not its a town.
