Is Romford in Essex?

Romford is in the London Borough of Havering, but when I drive from Romford to Brentwood, there is a sign for Essex on the A12, which indicates that I am entering Essex; also, the Police in Romford are Metropolitan police and in Brentwood, Essex police.
Are counties and boroughs different areas?

London Boroughs and Counties are completely different, For example Croydon is a Borough and part of Surrey, and Uxbridge is in London Borough of Hillingdon and in Middlesex.

This is due to Counties being far older that London Boroughs however from a political point of view the London Borough gets precedent over the county.

I think you've answered it yourself - "Romford is in the London Borough of Havering". Obviously as you drive towards Brentwood (in Essex) you cross the Essex boundary and you therefore see a sign saying you are entering Essex. Presumably when you go the other way there is a sign saying welcome to Havering - which you have already said is a London borough. The only possible confusion lies in the fact that the Post Office continues to refer to pre-1960's boundaries. Thus they still regard it as Essex, rather than a London postal area. But even here, provided you use the postcode, a county name is not required on the address. So if you wish you can say that Romford is in Essex, even if it isn't really!

Romford was transferred to Greater London in 1965 by the London Government Act 1963.

On the A12 when you leave Havering, with Romford behind you, as you enter Essex the sign says "Welcome to Essex".

The boundaries between Greater London and Essex at Havering are reconfirmed in Statutory Instrument 1993 No. 1218 (the second source - map at the bottom).

Romford is in the County of Essex which starts from Ilford travelling east to Southend
also Chigwell/Epping/Harlow across whats known as The Rodings to Gt Dunmow/Braintree/Colchester and Clacton-on-Sea
