(ANS) Its neither, but it is going to be the capitol of culture in 2008.

**Liverpool is a wonderful city but there again I'm a little biased as I was born & grew up in Liverpool. The people of liverpool are wonderful too, very down to earth, funny & warm, imaginative & creative. OK!! yes! we do have a funny accent but hay! nobody ever forgets liverpool in a hurry.

Liverpool is actually not a capital city at all. Liverpool in the North of the UK. If I am not mistaken, the capital of Wales is Cardiff. I do know for a fact that Reykjavik is the capital of Iceland.
