Birmingham, any day. London's full of Londoners!!!!!

Depends what you want. You'll probably find friendlier people in Birmingham, as London suffers from the same issues of people being somewhat detached and colder, as with other huge world class cities.

Birmingham is also central, with good transport links to the rest of the UK. It's not so far to the Peak District, Nottingham, Oxford and tons of other places to visit.

London does have its famous tourist attractions too, so you could always visit both. London is way way more expensive though, particularly for accomodation.
