Is the UK to the only country in the world to change their clocks twice a year March and October?

No. I don't know how many countries do change their clocks. However, every country that changes their clocks to summer time will also change their clocks back to standard time. In other words, the countries with summer time will change their clocks twice a year. Those without summer time will not change their clocks at all.

there are countries that observe daylight-saving-time or dst and they normally are countries not about the equator but beyond the tropics

No. We do that in the US as well (except in Arizona and Hawaii). I know they also do so in continental Europe (Belgium, France etc...).
