The Channel Island you are thinking of is Sark, which is a small island that is part of the Bailiwick of Guernsey.

The only vehicles on the island are horse drawn vehicles, bicycles and tractors, although the elderly can whizz about on powered buggies.

I think it might be Herm. I lived in Guernsey and visited all the islands. I have seen lorries on Sark, but maybe they were for work purposes to do something to the place. Maybe public transport isn't allowed. I think Alderney has transport as it has a decent population. Guernsey and Jersey certainly have it too.

Why does someone think that Tresco (in the Scilly Isles) is one of the Channel Islands? Sark is the answer, and to be pedantic Herm as well - though Herm hardly has roads either!

I'm not sure, you can drive on both Jersey and Guernsey, but the smaller ones are possible. Are you sure your not thinking of the Scilly Isles? Car's can' get to them.
