Always a personal view, and I haven't visited everywhere that people have suggested so far - but far and away my favourite town is Henley on Thames. Clean, pretty and tolerably quiet (except for Regatta season) it also has extremely friendly people and low crime.
It is like a big village, with about 12,000 inhabitants - and you can never go into town without bumping into someone you know.
It has its own newspaper (a proper, old-fashioned one - not some freesheet called the Leader or the Advertiser which is full of ads) and its own town-centre cinema (not a big out-of-town multiplex). Also the second oldest theatre in the UK. And lots of great pubs. Oh, and of course it has the river.....plus some lovely public spaces to walk and enjoy the day.
Only downside is the traffic - mainly caused by people who have heard it is so nice that they want to visit!
