10 Piccadilly ST. is a office building owned by an insurance co. and is nowhere near Downing Street

If you were walking from Piccadilly St toward Piccadilly Circus, I'm not sure how you would have seen 10 downing ST on your way.

It's probally and office.

Not 10 Downing Street - thas not off Piccadilly and Downing Street is a cul-de-sac. See this map:
http://www.multimap.com/maps/?hloc=GB|Downing%20Street

Piccadilly Street does not exist in London, but I assume you mean the road called Piccadilly, map here:
http://www.multimap.com/maps/?hloc=GB|10%20Picadilly#t=l&map=51.50945,-0.13563|17|4&loc=GB:51.50945:-0.13563:17|10%20Picadilly|10%20Piccadilly%20(A4),%20London,%20England,%20W1J%200

See this website for 10 Piccadilly details, its an office building.
http://www.10piccadilly.co.uk/
The pictures should confirm what you saw.
