I'd say Kensington. Closest to central London and not as cliquey as Chelsea or Notting Hill.

Richmond is lovely as well as East Sheen and Barnes, Chiswick, Teddigton and Kingston.In no particular order.

kensington and chelsea are the most expensive places to live in london so there good because the poshos arent going to be littering or commiting to many crimes. nw3 has the most millionares anywhere in the world they have 296.

Chelsea, Kensington and Notting Hill are close to shops but are expensive, and in London, you just don't bother with neighbours, also safety they're not too good there as the obvious threat of terrorist attacks to busy areas(people going crazy to get to primark =]...) and notting hill is very close to an extreamly rough area so again safety is a no-no.

There are no 'safe' areas of London, the risks are pretty much the same where ever you live. Most areas are near restaurants and shops. As for neighbours unless you live in a big family area, forget it. A lot of people aren't permanent and are just passing through.
Your priorities are wrong, they should be:
Rent.
Council Tax.
Nearest tube, bus stop, railway station.

yes, kensington, chelsea & notting hill are all good areas to live, but also some of the most expensive...one area of london that i quite enjoyed living in was earl`s court...i lived quite near the actual earl`s court, where they have concerts, etc., so i was near the metro, bus stops, 24-hour tesco, lots of restaurants & shops...it was convenient for me because i worked near oxford street, so the commute by transport was not a long one...it was not a trashy neighborhood, but quite nice...

If price isn't a problem Hyde park corner/belgravia is rather nice, architecture, structurally good buildings, villagey feel, neighbours usually working abroad however so you will see them on and off, restaurants, posh or well mentioned in sunday supplements, shops everywhere, near to oxford street and easy to get to heathrow, notting hill is kind of crowded would say, or totteridge, very village like, duck ponds, parks open spaces, nicely designed properties if you are into that sort of thing. Seriously think Belgravia still has that Mary Poppins type architecture to it, not a crazy observation great place to spend one's childhood. Folks in north Bel-tend to be more permanent than other areas, call it old money etc.

Kingston upon Thames. It's a nice place just on the outskirts of greater London,

Bromley, Mill hill.Golders green, Finchley, Harrow, Hounslow, Richmond

Mainly all of the best places are on the outskirts of Greater London.
