No seriously I haven't exactly travelled the length and breadth of England but I would probably say that all major cities are rough around the edges. Parts of Manchester, London, Birmingham, Hull etc.
Unfortunately most town centres and city centres are full of drugged up or drunk idiots wherever alcohol is consumed. That's the way of the world I'm afraid. Go to any town centre and you find some idiot prepared to give you a black eye.
