It is to pay for the bridges construction and maintenance and servicing the debt outstanding on the first bridge. (I think that's how it reads..)

The first bridge was paid for ages ago, but I'm not sure about the second.
Think how much petrol it would take to have to drive all the way up and around Gloucester, let alone the time it would take.
I use it (the bridge, that is) and moan every time but still I reckon that it's good value!

The toll charge is not because you are going from England to Wales - the toll charge is because you are crossing a very expensive bridge. This is quite common, there are many many bridges in Great Britain that you have to pay a toll to cross.

The original point was to pay for the bridge but now it is just to make money, what a rip off it is too, it was paid for years ago.

Same reason as the Dartford crossing,pure greed. this crossing causes massive hold up's and was given to the government but as it is a massive money spinner the toll stays of course.

It's to help towards the huge cost of building it! The bridge itself cost £330 million and incidentals (approach roads, etc) cost a further £98 million - total cost £428 million.

The cost has to be clawed back somehow. Also, don't forget that it requires CONSTANT maintenance which costs a huge amount of money and which will never end.

So the tolls will always be there!
