It can be because it has a cathedral or it can be made a city by the Queen. Brighton and Preston became cities this way.
I come from Southwell, Nottinghamshire. It is the smallest cathedral city/town in the UK.
It can call itself a city because of the Minster and the fact that the Bishop lives there, but everybody knows, Nottingham is the city. Nottingham does not have a cathedral though.
The only time that Southwell is referred to as a city, is Southwell football club.

I believe that in older times a city had to have a cathedral.
Strange really. I do think that cities are classified based on population these days, though.

It used to be having a cathedral, but I think the government chooses and the queen decrees it, Preston Lancashire was made a city in 2002 to celebrate the Queens golden jubilee and they dont have a cathedral, just a minster!!!! This I know as I am from Preston

As far as I'm aware, a town has to have a cathedral within its borders for it to become a city.
Having said that, Rochester, previously a city recently had to be classed as a town because of an error with the mayor/council (1). Gutted.

I live in one of the recently created cities. The Queen came to town and proclaimed it a city. Still prefer to live in a Royal Burgh. Only half a dozen in the whole world. Cities are ten a penny.

Either a cathedral (so called Cathedral Cities) or a royal charter (Charter Cities).

Sunderland only recently became a city, even though it has a huge population, because we didn't have a cathedral. We now have Sunderland Minster, which is basically just a glorified church.

Having a cathedral does generally make you a city, but every few years there is are 4 or 5 new cities announced.
Large towns apply for city status based on population,culture,industry,to... etc and a quenns committee is set up who ultimately grant city status.
