It depends what you mean by winter.
Officially winter starts on December 21st.However, British Summer time ends on Oct 29th the clocks go back an hour and it gets dark by 5and then it feels like winter mentally.
They have already started putting up Christmas decorations.
The really mean cold weather doesn't usually get its grip until January/ February. that's when you get the icy wind, ice on the paths, and the odd snow flurry - usually enough to shut the Tube! That's when it really feels like winter physically and gloves and thick coats are essential. Up in Scotland though, they'll be expecting the first snows next month, so it's quite variable across the U.K.
Hope that helps.

The same time as the United States. It doesn't generally snow there due to it's location (nearness) to the Atlantic Ocean.
