Anywhere with a safe sandy beach.
If you choose somewhere on the south coast or down in the west country you are more likely to get the best of the weather. If you are travelling by car I would suggest you pick somewhere not too far as young children get very bored on long journeys.
Children love camping but maybe they are still a bit young for this. Self catering is a good idea when they are young, lots of these properties have a good outside space for the little ones to play in, some also offer a babysitting service so you can have a bit of adult time if needed.

Waterside holiday park in Devon. This is a great little caravan park, with a good pool, clubhouse, and a small restaurant/take away. Situated between Paignton and Brixham, and overlooking Torbay towards Torquay, it is ideally situated for visiting all of these resorts, with many good beaches all within easy reach!
I actually live in Cyprus now, but often get back to grab a short stay at this site!

With children that young I presume you're thinking of a beach holiday. To that end, there are excellent beaches (lots of sand - NOT shingle) to the east of me at a place called CAMBER SANDS. Nearest towns would be: Rye or Winchelsea . |

have you thought of holiday camps? there are butlins, haven and pontins in various places and they are ideal for families with small children. they have clubs to keep them occupiedand baby sitting services so mum and dad get a holliday too, as well as all sorts to do together.Another thing, it is all on the same site so no harm can come to them.
When our children were small we used to go every year, and particularly loved the welsh ones as there was spectacular scenery to see too |

Really depends on your budget - I know Center Parcs can be a little bit more expensive - but theres loads and loads of stuff suitable for children your age - teddy bear picnics, nature walks, loads of soft play areas, the swimming pools, etc
For a cheaper holiday - what about the Vale of Pickering in North Yorkshire - not only are there fantastic beaches on the coastal side where you can build sandcastles (when its a bit warmer than now!!) or watch the fishing boats coming in and out of Whitby / Scarborough harbours - there's also the North Yorkshire moors railway with fantastic steam engines..
