If the pounds are in a UK bank account and you want Euro notes, the best approach is to draw your Euros out of a cash machine when you arrive. If you have a FlexAccount with Nationwide, there are no charges and you get a straight commercial exchange rate.

Post office is the cheapest, but you have to order them, and I believe they like you (or friend) to be a resident - I always use them almost no charge
