Has to be London. Bigger than the five boroughs of New York City. I've never looked at the measure but I think it's about the size of upper New York State.

Debbie M, whose answer appears below, may be correct. While London has a population of 12.2 million, its status is neither city nor town. It is an area. London includes 12% of the UK population and covering 170,000 hectares.

The ambiguity of the definition and the political status does not help us easily resolve this argument. The word "town" has several definitions, the first two of which I include here:

town noun
1. (a) a densely populated urban area, typically smaller than a city and larger than a village, having some local powers of government and a fixed boundary (b) (as modifier) town life; Related adj: urban
2. a city, borough, or other urban area.

Yet the clincher is that, according to Collins Dictionary, the fifth definition of town is:

5. London or the chief city of an area .

And yet, as I said, Debbie has a point, because of the legal definitions of "town status" and "city status" in the law of the U.K.:

According to a Wikipedia contributor: "The entire London urban area may be classed as a "city" using a geographical definition, but politically it is not so. Officially, London is a region containing two smaller cities within its built-up area: the City of London and the City of Westminster (see City status in the UK).

Unlike most capital cities, London's status as the capital of the UK has never been granted or confirmed officially — by statute or in written form. Its position as the capital has formed through constitutional convention, making its position as de facto capital a part of the UK's unwritten constitution."

"Northampton, and Huddersfield both claim to be the biggest town in England. According to various sources Huddersfield's population in 1991 was roughly 148 000 and the population of Northampton was about 154 000. Mansfield apparently had a population of roughly 72 000, which is way less."
