I think you should go back to school as neither Scotland nor England should be referred to as "Who" they are not people! The correct terminology would be "which", and seeing as this is a silly question in the first place I'll leave you with that.

Scotland is ten times better than England if you watch the news when the say anything about England the never include Scotland in there reports as it were miles better, but yet they will include wales in there story's.
