No, its not the tax payers who pay for the Xmas lights..

The seperate Trade Associations in each major street, which are commercial pressure groups for the shops, pay for their own street's lights.

Those in Regent Street and Oxford Street are often sponsored by individual companies..this year its Disney, hence their advertising on the current lights.
