Who owns the pavements in the UK?

Are they council owned, government owned or common land?

Local councils in fact, but the cyclists seem to think that they do !

The Taxpayer, although the Local Council is in stewardship of them.

The local Councils or County Councils are responsible for them. I also know that the Highways departments within some Councils/County Councils are responsible for maintaining them.

Mostly by the local council. Unless you live in a private road. Then the people who live in that road own them.

They are owned by the local councils and ultimately by the people who pay their council taxes.

The government own them and the council and county council maintain them, there are private ones ( Estates ect ) and they are maintained by the owners.

The local council owns our pavements

Depends, mostly owned by that area's County Council but on some private estates they may be owned by a company (Such as Little Oak Trees Estates Ltd or similar)
