Surely you have discribed every town/city in the UK. Obviously councils have not got the funding to clean up due to the goverment. For the record I love Liverpool it has a fantastic history and friendly people.

If your avitar is anything to go by, i can tell which parts of liverpool you have been too, lol. I agree there is some spots that is the pits, and you happen to have found it. What you now should do is go and have a look at the other 95% of it, which is the oppersite to what you decribe.

im a born n bred scouser n proud of it but i agree with u to some extent. the city centre is fab but apart from that it aint. to be honest the vast majority of us do make an effort to look after our city but the minority of scum bags f*ck it up 4 us all. then again the capital of culture? many ppl here c it as a waste of time n that it aint benefitin anyone, the roadworks r a pain in the **** lol.

all in all the council here are only arsed about tourism n makin the centre the place to be, they dont care about the suburbs so in my opinion if u want a proper answer ask them.
