Instead of reducing council tax, public transport needs to be heavily subsidised.

I don't have a car and I don't like sitting in endless traffic jams; my work destinations are variable and I always use the train; I am rarely late; my colleagues who drive from London are late 50% of the time.

I think that most people would not use their car to go to work without having a council tax rebate due to the cost of fuel, road tax, insurance etc. However, the poor state of the public transport system means that most people have to use cars.

when i worked i took my car every day as is was3 miles away. and i sometimes had to work at 6am and the two buses didnt connect early enough.for me to get there. i have reynauds syndrome so cannot cope with very cold weather.
i would be totally lost without my car.
